Master Planning, Viability Assessment, Transaction Packaging & Advisory on 185 Acres adjoining the Allama Iqbal International Airport, Lahore
PROJECT DESCRIPTION
The project envisions a high-end business district planned as an extension of Allama Iqbal International Airport, Lahore. The extended business district is considered a vital component for the composite growth of the Airport and has been planned to provide mixed-use, hospitality infrastructure, corporate facilities, aviation/cargo functions and commercial/ retail support. The assignment was a part of an overall planning study being undertaken for commercial utilization/packaging of CAA lands around all major international airports.
185 acres were earmarked for the above purpose in Lahore for the creation of Aviation & Business Precincts planned to be undertaken on a PPP mode. Key aspects associated with the project included;
- Identification of relevant projects and their individual feasibilities related to the aerotropolis.
- Assessment of infrastructure requirements for building an Aviation & Business Precinct.
- Preparation of basic specifications and standards for infrastructure and lot sizes.
- Basic infrastructure design for all necessary utilities to be interconnected with the existing infrastructure.
- Preparation of project phasing plan and a masterplan for the development.
- Preparation of a land-use plan and basic byelaws for the proposed precincts.
- Establishing effectiveness of new infrastructure – hierarchy of circulation and utilities networks.
- Zoning in accordance with Noise Levels – Aircraft Noise Impact on Land-use
- Building Height Considerations as per regulations by CAA/ NAFCP
- Identifying ideal contract sizes in terms of discipline and value based on markets resource capacity.
- Preparing project cashflows and budget requirements.
- Creating transaction structures for projects to be undertaken on PPP basis.
Based on the above considerations, a master plan along with land-use plan and preliminary engineering design was undertaken.
