PROJECT DESCRIPTION
Naval Anchorage Gwadar is a major suburban development spanning over an area of about 1900 acres. The project is envisaged to be a self-contained, sustainable and modern residential enclave, offering products/plots of varying sizes. The residential plots are complemented by commercial parcels which are planned along the main roads and within a central nucleus/ markaz. This suburban/residential development is also supported with public amenities such as schools, colleges, clubs, community centre, parks, playgrounds, mosques, healthcare, sports and other communal facilities. The high-quality infrastructure and amenities shall ensure modern living in a sustainable environment.
- Identifying and Planning for a diverse socio-economic spectrum of population – Featuring a diverse product range Product range from low-income housing (125 sqyds) to high-income products (1000 sqyds Plots).
- Basic Financial + Scenario Analysis/Sensitivity Analysis undertaken to understand possible variations of feasibility parameters (cost, revenue, timelines) and their impact on the viability and cash flow aspects of the project.
- A Welfare Component of the project had to be accommodated within the project’s financial plan.
- Determination of a minimum project size – to achieve viability and delivery goals.
- Setting up planning density and sustainability standards to achieve a balance between quality of lifestyle and corresponding loss of inventory.
- Preparing design standards & specifications – commensurate to the expected recovery from development charges consistent with the cash flow plan.
- Staged planning of the masterplan and infrastructure implementation consistent with the expected gradual habitation of the development.
- Development strategy to accommodate and manage investor perception and confidence.
- Inventory Release & Cashflow Mobilization Plan – Determining the schedule for inventory release to achieve development cash flow requirements.
- Identifying ideal contract sizes in terms of discipline and value, based on markets resource capacity.
- Management of Multiple Multidisciplinary Contracts – Integration of infrastructure development works to result in a composite development.
- Existing Roads running through the development – existing roads planned and built by GDA were incorporated into the masterplan to establish a framework for the entire development, rendering a linear segmentation of the sectors.
- Low-lying basin within project area vulnerable to flash floods. Channeling of high-volume stormwater from the terrain along the Makran Coastal Highway through culverts to the main drainage channels and ultimately to the Arabian Sea.
- Training Works for a seasonal meandering water channel running through site. Training Works were designed based on detailed hydrological studies for the area.
- Reduction of water channel width from 2,300 ft to 820 ft – 226 acres land recovered for development in the process, creating a positive impact on the project’s viability.
- Temporary embankments developed to protect against stormwater overflow from Akra Kaur Dam during the rainy season
All these aspects and issues were addressed and a Masterplan along with its technical and financial parameters was prepared to create a base plan for the implementation of the project.
