Development Strategy & Advisory Scope
Promag was engaged during the early conceptualisation of the project, when DHA Bahawalpur was still in its formative stage and land acquisition within the notified zone had just commenced. Promag's role involved development strategy formulation, viability assessment, and stakeholder guidance, with the objective of establishing a socially inclusive, self-sustaining urban settlement.
- Socioeconomic Product Mix: Developed a housing typology that accommodates a full income spectrum from affordable housing to premium residences including a planned Golf Community.
- Land Consolidation Constraints: Addressed the absence of a contiguous parcel through a modular, sector-based development plan that could be progressively integrated.
- Phased Development Framework: Devised a flexible phasing strategy responsive to evolving land acquisition, market dynamics, and budgetary constraints.
- Inclusion of Welfare Component: Embedded welfare obligations within the financial model without compromising viability.
- Institutional Capacity Building: Provided operational and planning support for the Authority's setup, including growth path and budgeting provisions.
- Optimal Project Size Determination: Defined minimum viable area required to meet urban design, delivery, welfare requirements and financial goals.
- Density & Livability Standards: Recommended planning densities to optimise land use while ensuring quality of life.
- Development Charges: Determined per-unit recovery strategy for infrastructure development costs, linked to sales-based cash flow projections.
- Investor Confidence Strategy: Prioritised development of early-visibility and high-impact "destination" projects to drive market response.
- Inventory Release Planning: Formulated a release schedule aligned with construction cash flow needs and demand absorption.
- Contract Packaging & Market Calibration: Advised on optimal contract size and segmentation aligned with market capacity and resource availability.

Master Planning, Design & Engineering Scope
The project required an integrated multidisciplinary design approach, considering fragmented land availability and complex site conditions.

- Gravity-Driven Drainage System: Central ridgeline leveraged to develop efficient stormwater and sewerage flow networks.
- Aquifer Recharge Strategy: Retention basins integrated into public parks for seasonal stormwater management and groundwater recharge.
- Stormwater Management During Construction: Interim drainage measures adopted to protect partially completed infrastructure; earthen ponds used to manage runoff.
- Temporary Sewage Management: Septic tanks and soak pits employed during early phases; modular treatment plant design incorporated.
- Landscape Irrigation Strategy: TSE (Treated Sewage Effluent) system planned to meet ~5 MGD landscape irrigation demand.
- Bridging & Access Engineering: Bridge works executed to ensure access across canal.
Construction Management & Supervision
As Project Managers, Promag oversaw the entire project delivery process with a focus on aligning construction sequencing with market-driven monetisation.
